I'm sorry to say that Running Tokyo is not an agency for athletes who want to race in Japan, instead it's a resource for: runners all over the world to chat, provide information on everything related to running as well as give details of races in Japan.
The best way I can suggest is to get a tourist visa from the Japanese embassy in Nairobi, fly over to Japan for a visit (but beware Japan is expensive) and enter a few races. Are you hoping to run professionally over there like Daniel Njenga and Samuel Wanjiru? However I can certainly enter you in some races in Korea (which is a much cheaper country), but you will have to arrange your visa with the Korean embassy.

PS: What are your best times?
What are your best times for 5k,10k or marathon? Unfortunately I don't have direct contact with important people. There are also immigration laws for visas which can be very complicated. I'm sure that if you are a national class runner you might be of interest to some of the corporate teams in Japan or Korea.
Fantastic run by your countryman Mr Rudisha in Berlin a few days ago. You must be very proud. The amazing thing is that he didn't have anyone to push him. Anyway he's racing Kaki in Brussels tomorrow night, and if both of them race hard one of those guys could break the record again, maybe under 1min:41
