I'm sorry to say that Running Tokyo is not an agency for athletes who want to race in Japan, instead it's a resource for: runners all over the world to chat, provide information on everything related to running as well as give details of races in Japan.
The best way I can suggest is to get a tourist visa from the Japanese embassy in Nairobi, fly over to Japan for a visit (but beware Japan is expensive) and enter a few races. Are you hoping to run professionally over there like Daniel Njenga and Samuel Wanjiru? However I can certainly enter you in some races in Korea (which is a much cheaper country), but you will have to arrange your visa with the Korean embassy.
